Политика как наука принятия решений (К вопросу о теоретических основах менеджеризма в политической мысли)

В статье рассматриваются теоретические основы управленческого подхода к трактовке политики, в соответствии с которым ее содержанием является рациональное, научно обоснованное действие по решению социальных проблем, а государство лишается политического характера и предстает как «сервисный институт», обслуживающий граждан.

The problem of correlation between politics and public administration is vigorously discussed in contemporary political discourse. Influential research tradition considers politics exclusively as policy, that is, as rational, scientifically based action on social issues. I call this interpretation as managerism in political thought and analyses its theoretical basis: solidarity, universalism, scientism and technocracy.

In my article, I examine the variants of argumentation in consensus doctrines, which served as the source of this approach, and maps democratic and elitist versions of managerism formed in the early twentieth century. Using structural and functional analysis, I show managerism shifts the focus to technology what entails the recognition of the priority forms and algorithms over type of content and leads to the ignoring the significant differences of political interests. In particular, the political managerism promotes idea that State is not an apparatus of suppression but service institution, representing the interests of all citizens and acting as guarantor of the common good.
